The way I'm understanding thrill is the ref determines whether the contact was incidental or not.
Think shooting fouls in basketball for the general idea, and also for the (in)consistency in how they're called.

Some youth leagues(like, elementary age) may outlaw sliding tackles for safety, and in general you see less of them the lower you go because it's not a particularly easy thing to do well and not end up doing something wreckless/dangerous, but it's not something that's really going away.

A foul is down to the referees discression. The argument is that if a player plays the ball and takes a man out at the same time he shouldnt be penalised.
They have clamped down on tackling to try and make the game more free flowing. It is annoying as there is an art to it if it is done properly....
In that video Neville makes sure he plays the ball and "lets Ronaldo know he is there". Of course he got booked but I would argue he shouldn't have. 20 years ago I doubt it would have even been a foul.
According to MLS rules, Designated Players of a certain threshold - as determined by the league - are subject to the allocation ranking. Beasley falls into that category the same way Maurice Edu did when he signed with the Philadelphia Union earlier this year.
As fun as that is on its own, the other fun part about this, is that when fans were super pissed about Dempsey (most of them from my own team), the explanation was simply 'designated players are not subject to the allocation ranking' without any qualification at all. I recall an interview with Seattle's GM explaining that DP and allocation were two separate avenues to adding players to MLS.
The league either has no respect for its fans or has incredibly little foresight (the first time this came up was some 4 months after Dempsey). I don't know which is worse. At least they've learned something by adding some dubious qualifiers in there.

BM is coming to Portland for the ASG soon. The time to do that was ahead of that when we have whatever little buzz that might create, maybe slightly intensified off Germany's WC win. And the league would have been accommodating and/or shady for us, absolutely. Unfortunately we just exhausted both of our remaining DP slots, questionably on both counts.
