If you look through Cho's videos, he's doing a lot of cage work on specific parts of his swing. Some show him walking his left leg through his swing to finish, then others he's planting, waiting two seconds and then the pitch comes. There are some older in game videos where he definitely has the leg kick so I don't think it's just a showcase thing.
