The blown replay call in the Texas game last night was wild. Easily the worst call of the season.

I don't know how that call comes out of reading that rule.

It seems like you could make a rule change case in saying that the catcher changed the lane he was offering at the last minute, but that was because of the throw and to me it also doesn't violate the current wording of the rule.

I'd forgotten about this goofy memorandum, which I've seen some people citing, though it doesn't seem to apply here.

But per a September 2014 memorandum to the rule, the runner may still be called out if he was clearly beaten by the throw. Backstops are not subject to this rule on force plays.

Has anyone ever been called out without being tagged? Or is not saying they don't need to be tagged, just that when they are tagged they'll be called out regardless? So it doesn't matter if they get their hand in somehow? It's very confusing, especially since the memorandum doesn't appear to be added to the official rules in any way.
