It's because Herrera DH's so much; he can't really be a backup on those days. In a scenario if Crooks gets hurt during the game, Pages steps in, because we would otherwise lose the DH if Herrera had to switch over.

While I understand that it seems like a chicken [expletive] way to manage a roster. You lose the DH for one game; use your good bench bats to hit for the pitcher and then make a roster move after the game.
