Yes, Oli was annoyed that it seemed like the ump was talked into his decision by Harris. That said, the call was confirmed on the field, as opposed to there not being enough evidence to overturn. This means that the call would have been overturned if the ruling was no HBP. In that sense, Oli's reaction made no sense. Wouldn't be surprised if he didn't understand the rule.

I still think that’s worth a loud objection regardless of the review. Ideally it should happen when the non-call call happens, but the review is the first priority.

I think Oli's big problem was he did not call it a HBP until the batter was like hey, that hit me. Then he was like ok take your base. If the ump didn't see it; the Braves should have challenged it.
