Why does the pitcher have to be on the rubber to appeal?

The ball has to be in play to appeal. Once time has been called, you can't put the ball back in play until the pitcher is on the rubber.

they had to appeal twice for some reason that i was too pissed to hear from Shannon.

The ump never put the ball back in play for the first appeal, so there was no first appeal. Once he legally put the ball back in play they appealed.

Correct....time out was called on the first attempt; once the ball is in play, they were allowed to the second time.
