It is.
S America gets something like 6 automatic spots and one playoff spot vs Asia who gets I think 4 autos and 1 playoff. It's why Mexico has a home and away with New Zealand right now. Oceania has zero auto spots, the top qualified team has a playoff vs the 4th team in N America, and N America has 4 auto slots.
So #1 Oceania plays #4 N. America/Caribbean, #5 Asia plays #7 S America to get in. The amount of qualifying places is determined by an inscrutable formula based on something called the coefficient. Europe has the most, S America, Africa, Asia and N America follow.
