I don't think that they ignored the rules at all. From my understanding, when the umps went to check his hand Rogers had already washed it off. They didn't tell him to wash it off.
My guess is that someone got Rogers' attention in the dugout to tell him that his hand was featured on national TV and he quickly remedied the situation. I would also guess that someone in the Cards staff or org saw the same video and called down to Tony to tell him to talk to the umps.
We just didn't catch it in time and talk to the umps about it.
This is exactly what happened. At the start of the second, they showed Inge mumbling to Rogers in the dugout immediately before he ducked down into the clubhouse.

At some point someone said the umps told him to wash it off. Your scenario is almost certainly what actually occurred though. I can't wait for the post game press conference though for Rogers' explanation of what was on his hand.

He washed it off after the first inning.

There's still the principle of the matter.
Sammy Sosa grounded out when he had his corked bat, did that make it okay that he used it though? I'm more upset that they are taking atrocious at-bats, but Rogers is a cheater, and deserves to be treated like such after this game. This isn't a game in August, this is the World Series.

Well, if I've learned anything from watching this game it's that Encarnacion should never bat ahead of Edmonds again (vs righty or lefty), and that Wilson should never see the lineup again (vs righty or lefty).
If TLR can take even that much from this game, I'd consider it to be a moral victory.

Kenny Rogers is certifable. If he weren't pitching in the world series, I am pretty sure you could find him in a tower shooting at people.
