This reads a little weirdly to me. Does "late cuts" mean to this top ten list? All the guys in the list now are either current prospects or higher picks than the draftees he's saying were late cuts.

That's the way I interpreted it--prospects who didn't quite make this list, but are arguably worthy of inclusion.
