There is some room to debate this. The Cards did make competitive offers for Schmidt (3/42), Batista (3/20), Wolf (2/17 I think), and Pettite (?) this offseason. So I don't completely buy the "Walt's pissed because he didn't have enough payroll resources" theory. He was clearly pissed, but methinks it had at least as much to do with Luhnow as it did with payroll.
