That's the unwritten rule. If you are playing a team in the race then you have an obligation. I heard that in the past he's given guys off after clinching a playoff spot and that they weren't sharp in the playoffs. And, of course I know we have to get to the postseason before we can worry about the postseason rotation. But I'm sure TLR at least thought about it before he decided to flip-flop Carp and Lohse so Carp could get the final-game start if necessary.
FWIW, Jackson's final regular-season start is due on Sunday, September 25, and Garcia's will be on Monday, September 26 - so for them to start Games 1 and 2 in Philly would have them each going on five days' rest. Carp would start Game 3, also on five days' rest, on Tuesday, October 4. Lohse, assuming he doesn't have to start a tiebreaker game on Thursday the 29th, would be available for Game 4 on Wednesday, October 5 on 10 days' rest, or they could go with Westbrook on 7 days' rest or even Jackson on four days' rest. Game 5 would be anybody but Carpenter, who wouldn't be available until Game 1 of the NLCS.
